Which rate applies to an import
The selling rate. Customs values an imported vehicle in Jamaican dollars at the Bank of Jamaica rate on the day it is cleared, and buying foreign currency to pay an exporter costs the selling rate too — so that is the column the import calculator prices with. The buying rate is what a bank gives you for foreign currency you bring in, which is always the lower of the two.
Why the rate you were quoted may differ
These are the rates authorised dealers post at their counters, not an interbank mid-market rate, and a bank or cambio can quote you something else on the day. Clearing agents and dealers often work from the rate on the day of entry, which nobody knows in advance. The calculator starts from the figure above and lets you type your own over it.
